I have been setting up separate board for tech debt. And encouraging proactive participation in creating them. That way you have a bucket and PM not necessary overwhelmed. And then pulling tickets each sprint into main roadmap. So grooming of both roadmap and tech debt tickets and dedicating some priority and time of each sprint to tech debt related tickets is a must sell.

The reason I mention this is that I’d like to ask if you have any experience or insights on how to secure buy-in for dedicating effort to address technical debt when companies do not share the mindset needed to understand that?

Tech debt should be managed proactively and regularly, similarly as we pay off our financial debt.
